Step-by-Step Cooking Guide:

Step 1: Grate the Potatoes
Peel and grate the potatoes on a large grater. Place the grated potatoes in a clean kitchen towel and squeeze to remove any excess liquid.
Step 2: Prepare the batter.
In a large mixing bowl, mix together the grated potatoes, finely chopped onion, green chilies, besan, rice flour, cumin seeds, turmeric powder, and salt. Mix well to get a thick batter.
Step 3: Preheat the oil.
Preheat a frying pan over medium heat and add enough oil for shallow frying. Allow the oil to heat until it is shimmering.
Step 4: Shape Pancakes
Take a little amount of batter and form it into a flat, circular pancake. Gently place it in the hot oil, making sure not to overcrowd the pan.
Step 5: Fry till golden brown.
Fry the pancakes until golden brown on one side, then flip and cook until the second side is evenly browned. Using a spatula, carefully turn the pancakes.
